Animal Health Regulation

The following information applies in the Netherlands. If you live in another country, it is best to inquire in that country what the exact rules are.

On April 21st, 2021, the Animal Health Regulation comes into force. Much remains as it is now. However, there will be a registration requirement for owners of horses. The whereabouts of the horses must also be recorded.

The main points are (subject to the adoption of regulations):
1. An equine animal must be correctly identified (chip and passport) and registered in the I&R system.
This remains almost unchanged. The application form for a passport is used to register the birth of a horse.

2. Establishments where equidae are normally kept must be registered in the I&R system.
The conditions are almost the same as for the other animal species. The UBN concept is the same for all animal species. An equestrian centre or boarding house needs only one UBN. The conditions for a UBN for other animal species are at:

3. The whereabouts of an equine animal (longer than 30 days) must be correctly registered in the I&R system.
This is a new obligation for the person responsible for a UBN. Reporting is most similar to sheep/goats (arrival, departure, death, etc.) This can be done via a management package, app or mijn.rvo.nl. The holder of the horse can authorise someone to report for him, such as the studbook or a passport-issuing authority. It is possible that there will be designated portals at a later date (as with the species pig). If horses stay less than 30 days, this must be recorded in the UBN holder's own administration.
