Foreign passport registration

Due to the current requirements of the EU Regulation, it is compulsory to register horses and ponies with foreign horse passports in the Netherlands. For the registration of a foreign horse passport, the EFS receives a request from a holder/owner to record the data of an existing passport in its records. This request must be made using the form Registration of foreign horse passports and be accompanied by the horse passport concerned.

The request must be made within 30 days of the issue of the passport or within 30 days of the importation of the horse, if this horse stays in the Netherlands. If this period has expired, RVO will be notified. If horses stay in the Netherlands temporarily (not longer than 90 days) in connection with competitions or breeding activities, this is not necessary.

The horse passport is checked by the EFS to see if it complies with the current requirements of the EU Regulation. If the passport complies and no chip was registered yet, this will be registered by the EFS.

If the passport does not meet the current requirements, the passport will be supplemented if possible and the data registered. The owner/holder must ensure that the chip is checked with a reader that is also able to read non ISO chips.

If the passport cannot be supplemented, it will be confiscated and made invalid. The EFS will issue a new passport.  

The (adjusted) horse passport is returned by the EFS after payment of the invoice for the costs of registration in the database of RVO and the possible costs for adjustment of the horse passport.

Issuing passports within the EU after the Brexit:

It is allowed to issue Dutch passports for studbook horses which are located in another EU country. Third countries are not allowed to issue passports for horses residing in the Union because horses residing in the Union must have a passport from a Member State. Since January, 1st 2021, the United Kingdom is no longer a part of the European Union. Therefore, no passports may be issued by the UK for Dutch horses after January 1st, 2021. Dutch horses with an English passport must be registered with a Dutch passport issuing authority; the EFS can take care of this for you. If a duplicate passport has to be issued for your horse at a later date, this issue must be arranged by the EFS.
